This Demonstration gives a mosaic effect a photographic image.

A rectangle the size of the image area is divided into a set of Voronoi polygons using a matrix of seed points. Slightly randomized variations of the coordinates of these points create a distortion effect. Subsequently, the polygons are colored using the pixel values of the image positions corresponding to the seed points.
